Action taken by the 123rd Maine Legislature made it possible for all the reduced eligible students, in public schools
that offer breakfast, to receive breakfast at no charge. Students will still be reported as reduced on the monthly
paperwork to receive reimbursement. Maine will fund the per student $.30 cost per breakfast from the Fund For a
Healthy Maine!

Nutrition Standards in Schools
Sec. 1. 20-A MRSA §6602

This bill requires all school administrative units to hire a professional food service
director. The bill allows school administrative units to join in cooperative agreements to hire such directors.

SNA's Legislative Conference in Washington D.C. on March 6-9 proved to be an exciting action packed
event. Charismatic guest speakers like President Bill Clinton and Secretary Tom Vilsack, USDA leaders
and professionals alike came together to motivate the charge to Capitol Hill. The MSNA Legislative
Delegation was gracious in Thanking the 111th Congressional Representatives for the enactment of PL
Congress to consider these recommendations.

1. Section  205:    Equity in School Lunch Pricing, to be tested in a pilot program with limited number of
schools before it becomes national policy.

2. Section 307:    Indirect Costs, for Congress to follow up with the Secretary to guarantee expenses
necessary to provide meals under the Act are paid from the
School Food Service account.

3. Requested as part of the next Farm Bill, we are seeking .10 cents per breakfast in USDA commodities.

4. Requested Congress to give USDA the authority to co-ordinate with the states to review and monitor
compliance for all bids and contracts for local schools
and for-profit food service management companies.

We visited with Senator Collins, Senator Snowe, Congressman Michaud, Congresswoman Pingree and
all of their top legislative aides. The Congressional support we received was phenomenal. I was
delighted with the efforts and dedication of our valuable MSNA Legislative Team hopeful to bring these
issues to fruition. I am grateful to have worked with such professional people who represent MSNA in
this effort to improve school nutrition.
